Oslo City Ballet is founded by Melissa Hough, choreographer and former principal dancer with Norwegian National Ballet, with prior tenure at Boston Ballet and Houston Ballet.

The company enters its launch phase supported by senior advisors from the Nordic and Norwegian cultural sector.
